Licensing for landscape gardeners in NSW
There is no national licence to work as a gardener or landscape gardener, and routine garden maintenance is unregulated in most of Australia. What changes the picture is structural landscaping — retaining walls, paving, decks, pergolas and drainage — which is licensed building work in several states once the job value passes a threshold.

- Plain gardening and grounds maintenance is not a licensed activity. 'Structural landscaping' is, however, a listed category of building work in NSW: a contractor licence is required to contract for residential structural landscaping valued above a monetary threshold in labour and materials. Separately, NSW has compulsory pesticide training for occupational pesticide users, administered by the NSW EPA — this catches gardeners and grounds staff who apply herbicides or pesticides as part of their job.

Landscape gardeners plan and construct garden landscapes — designing the layout, building structures such as paving, walls and decks, then planting and establishing lawns and gardens.

- Building hardscape structures such as retaining walls, fences, pergolas, paving and ponds
- Preparing seedbeds and soil, then planting trees, shrubs and garden beds
- Installing and maintaining lawn and turf areas
- Installing, testing and servicing garden irrigation systems
- Maintaining gardens and grounds after practical completion

Qualifications and training
- AHC30921 Certificate III in Landscape Construction is the trade qualification on training.gov.au — 12 core units plus 3 electives (15 units total), with no entry requirements, and it is suitable for an Australian Apprenticeship pathway
- AHC30921 supersedes AHC30916 Certificate III in Landscape Construction; older qualifications are still recognised by some regulators for licensing purposes
- ANZSCO sets the indicative skill level for this occupation at AQF Certificate III including at least two years of on-the-job training, or AQF Certificate IV
- ANZSCO notes that at least three years of relevant experience may substitute for the formal qualification
- Note that AHC31421 is Certificate III in Conservation and Ecosystem Management (a different qualification, now superseded by AHC31424) and is not the landscape construction trade qualification
