Licensing by state
Cleaning is not a licensed occupation in any Australian state or territory. No jurisdiction issues a cleaner's licence or requires registration to clean commercial or domestic premises. Where regulation does bite, it is not about cleaning as such: asbestos removal requires a licence from the relevant work health and safety regulator in every jurisdiction, work at height and confined space entry carry high risk work requirements, and construction site cleaning requires a construction induction card. The practical variation between states is therefore in the WHS regulator you deal with and in the asbestos licence classes, not in any occupational licence.

- Cleaning is not a licensed occupation. WorkSafe ACT is the WHS regulator and issues asbestos removal licences - a significant area in the ACT given the loose-fill asbestos legacy. Access Canberra does not license cleaners.

- Cleaning is not a licensed occupation. SafeWork NSW is the WHS regulator and issues asbestos removal licences; a NSW construction induction card is required for site work. NSW Fair Trading does not license cleaners.

- Tasmania
- Cleaning is not a licensed occupation. WorkSafe Tasmania is the WHS regulator and issues asbestos removal licences. Consumer, Building and Occupational Services (CBOS) does not license cleaning as an occupation.
- Victoria
- Cleaning is not a licensed occupation. WorkSafe Victoria is the WHS regulator and issues asbestos removal licences; a construction induction card is required for site work. No cleaning licence is issued in Victoria.
- Western Australia
- Cleaning is not a licensed occupation. WorkSafe WA, within the Department of Energy, Mines, Industry Regulation and Safety (DEMIRS), is the WHS regulator and issues asbestos removal licences. No cleaner's licence exists.
Role
What the job involves
- Sweep, mop, vacuum and polish floors and hard surfaces
- Empty bins, remove waste and separate recyclables
- Clean and sanitise bathrooms, kitchens and high-touch surfaces
- Operate powered equipment including scrubbers, buffers, extractors and pressure washers
- Select, dilute and apply chemicals safely in line with safety data sheets
- Clean windows, glass and external surfaces within safe reach
- Restock consumables and report maintenance faults and hazards
- Follow site-specific infection control, security and access procedures
Training
Qualifications and training
- No mandatory qualification - most cleaners are trained on the job by the employer
- CPP30321 Certificate III in Cleaning Operations - the recognised industry qualification, covering routine and specialist cleaning, chemical handling and safe work practices
- CPCCWHS1001 Prepare to work safely in the construction industry (the construction induction or white card) - required before doing any cleaning work on a construction site
- Site-specific inductions for healthcare, food production or secure premises, plus a police check or working with children check where the site requires it
