What the Concrete Products Award covers
The Concrete Products Award (MA000056) is the modern award covering the manufacture and fabrication of cement and concrete products in Australia. It sets minimum pay rates, allowances, penalties and conditions for employees who make goods such as concrete panels, pipes, blocks, pavers, tiles, baths, troughs and similar cast articles. If your business casts, machines or finishes concrete or cement products and the work is not covered by an enterprise or another industry award, this is generally the instrument that applies.

- Employers and employees in the concrete products industry, defined as the fabrication or manufacture of cement and concrete products including panels, pipes, tubs, baths, sinks, blocks, pavers, tiles, slabs and similar cast articles
- Work in the preparation, casting and machining of re-constituted granite, terrazzo, marble, mosaic and precast articles
- On-hire (labour-hire) employees placed into the concrete products industry, and trainees engaged through group training services in that industry
- Does not cover employees already covered by an enterprise award, a State reference public sector award, or work falling under a different industry award such as Premixed Concrete or Building and Construction
How pay is structured
MA000056 sets minimum rates through a classification structure of five levels (Level 1 to Level 5) set out in Schedule A, with employees graded by skill, responsibility and the duties they perform rather than by job title. Each level has a defined minimum hourly and weekly rate that you must read from the Fair Work source for the current figure. Apprentices and trainees are paid a defined percentage of the relevant adult rate. Like all modern awards, the minimum rates rise from the first full pay period on or after 1 July each year following the Annual Wage Review; the 2026 review added 4.75% to modern award minimum wages, so always confirm an employee's current rate against the Fair Work Pay Calculator.
Penalties & loadings
On top of the base rate, MA000056 layers all-purpose and expense allowances with penalty and overtime loadings. Named allowances include an industry allowance, a cement or concrete (in-tank) allowance, a first aid allowance, a leading hand allowance, a fork-lift operators allowance, a bituminous sprayer allowance, plus expense items such as meal, accommodation, boot, clothing and tool allowances. Casuals receive a loading commonly 25% in lieu of leave. Overtime, weekend and shift work attract higher rates, and weekend penalties commonly sit around 25% for Saturday and 50% for Sunday, with public holidays attracting up to 150% and annual leave loading of 17.5%. Where employers get caught
Common Concrete Products Award compliance traps
Confusing it with the Premixed Concrete Award
MA000056 covers making solid concrete products such as panels, pipes and pavers, while the Premixed Concrete Award (MA000057) covers producing and delivering wet premixed concrete. Applying the wrong award flows straight into wrong rates and allowances.
Missing all-purpose allowances in the base for penalties
An allowance flagged as all-purpose (the industry allowance) is added to the ordinary rate before overtime and penalty multipliers are applied. Other allowances such as leading hand, fork-lift operators, bituminous sprayer, cement or concrete (in-tank) and first aid are separate and not all-purpose. Calculating penalties on the bare base rate, without the all-purpose industry allowance, underpays the worker.
Treating overtime, weekend and shift rates as one flat figure
The award uses stepped rates that differ for the first hours of overtime versus later hours, for Saturday versus Sunday, and for continuous versus non-continuous shift work, with separate casual figures. A single blanket multiplier almost always gets it wrong.
Paying apprentices and trainees the full adult rate
MA000056 pays apprentices and trainees a defined percentage of the relevant adult Level rate, not the full classification rate. Putting an apprentice straight onto an adult Level 1-to-5 figure, or failing to step the percentage up as they progress through their apprenticeship, overpays or underpays them. Apply the correct percentage for the apprenticeship year against the relevant adult rate.
