What the Premixed Concrete Award covers
The Premixed Concrete Award 2020 (MA000057) is the modern award that sets minimum pay and conditions for employers and employees in the premixed concrete industry across Australia. It covers the batching, mixing and delivery of ready-mixed concrete from a plant to a customer's site, taking in batch plant operators, agitator and truck-mixer drivers, plant and yard hands, and the maintenance and weighbridge staff who keep an operation running. If you run a concrete batching plant or a delivery fleet and employ staff who are not award-free, this is generally the award you apply.
Who it covers
- Employers throughout Australia in the premixed concrete industry, meaning the production and delivery of ready-mixed concrete from a batching plant
- Plant-based roles including batch plant operators, weighbridge and yard hands, plant attendants, and maintenance employees who service mixers and fixed plant
- Drivers of agitator trucks and truck mixers who deliver concrete to customer sites, across full-time, part-time and casual engagement
- It does not cover concrete products manufactured off site (the Concrete Products Award), quarrying or cement production, or general road transport work covered by the road transport awards
How pay is structured
MA000057 sets minimum rates through a set of classification levels that reflect the plant, driving and maintenance work in a concrete operation, with each level defined by the skills, plant operated and responsibilities involved (the detailed definitions sit in the award's classification schedule). You assign each employee to the level matching the work they genuinely perform, then pay at least that level's minimum. Drivers operating larger-capacity agitators or truck mixers typically sit at higher classification points than yard or plant attendants. The award sets adult rates only, across Levels 1 to 5, with no junior or apprentice rates; trainees are covered through the Miscellaneous Award 2020. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Always confirm the current rate for a classification against the Fair Work Pay Calculator rather than a remembered figure.
Penalties & loadings
On top of the minimum rate, the award provides weekend and public holiday penalties, overtime, shift loadings where applicable, and a distinctive set of industry allowances. Saturday and Sunday work attracts penalties (as a guide commonly around 25% for Saturday and roughly 50% for Sunday), and public holiday work is paid at a substantial premium that can reach up to 150%. Casual employees receive a loading on top of the minimum rate, commonly 25% across awards. Because deliveries depend on a moving fleet, the award addresses travelling, fares and the costs of being away from the plant, and provides allowances such as leading hand, first aid, meal for qualifying overtime, and licence or industry allowances relevant to driving and plant work. Annual leave loading is 17.5%. Confirm every current penalty and allowance figure against the Fair Work source before paying.
For the exact current figures — rates, allowances and penalty percentages by classification — use the official source: Premixed Concrete Award — pay rates, allowances & full conditions on Fair Work. We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.
Where employers get caught
Common Premixed Concrete Award compliance traps
Classifying drivers by truck rather than by the award level
Agitator and truck-mixer drivers must be placed at the classification level the award defines for their work and the capacity they operate, not at a flat 'driver' rate. Lumping all delivery drivers together, or leaving a driver on a lower-capacity rate after they move to larger loads, is a common underpayment. Use the classification schedule to set each driver's level.
Treating standing and waiting time as unpaid
Concrete delivery involves real delays - queuing to load, waiting on a pour, or a site not being ready. Those hours are still working time and may attract overtime or penalties depending on when they fall. Paying only for time actually pouring or driving, and ignoring waiting time, understates what is owed.
Mishandling overtime on long delivery days
Early starts to beat a pour window and late finishes when a site runs over push drivers and plant staff past ordinary hours. Overtime steps up after the first couple of hours and is higher on weekends, so a flat hourly rate across a long delivery day breaches the award. Track ordinary hours against the award's spread and pay overtime correctly.
Applying junior or apprentice scales the award does not have
MA000057 sets adult rates only across Levels 1 to 5, with no junior or apprentice percentages, and trainees are covered under the Miscellaneous Award 2020 instead. Paying a young plant hand or driver a junior percentage, or engaging a trainee on this award, gets the rate wrong. Place every employee on the correct adult level regardless of age, and route trainees to the Miscellaneous Award.
