What the Higher Education General Staff Award covers
The Higher Education Industry—General Staff—Award 2020 (MA000007) is the modern award that sets minimum pay and conditions for the non-academic workforce of Australia's higher education sector. It covers the general and professional staff who keep universities and other higher education providers running - administration and student services, library, technical and laboratory, IT, facilities, finance, research support and trades roles - across full-time, part-time and casual engagement. Where the companion academic award covers lecturers and researchers, this award covers everyone else who is not award-free. If you employ general or professional staff at a higher education provider, this is usually the instrument that applies.

- Professional and administrative employees such as student services, administration, finance, human resources, marketing, IT and research support staff across the award's classification levels
- Technical, library, laboratory, facilities, grounds and trades employees, plus casual general staff paid on an hourly basis
- It does not cover academic staff, who are covered by the Higher Education Industry—Academic Staff—Award 2020, nor employees more appropriately covered by other awards
How pay is structured
MA000007 sets minimum rates for general staff across a series of classification levels, from a base entry level up through senior professional bands, with each level defined by the skill, responsibility, autonomy and qualifications the role requires. Many levels contain incremental steps, so an employee progresses within a level over time. You match each role to its level and step using the classification descriptors, then pay at least the corresponding minimum. Full-time staff work standard ordinary hours, part-timers are paid pro-rata, casuals are paid by the hour, and apprentice and trainee rates apply where relevant. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Penalties & loadings
On top of the minimum rate, MA000007 applies penalties and loadings where general staff work outside ordinary hours - weekend penalties, shift loadings for afternoon and night work in continuous or extended-hours areas, overtime and a range of allowances. As a guide across awards, Saturday penalties commonly run around 25% and Sunday around 50%, public holiday work can reach up to 150%, and casual loading is commonly 25% on top of the minimum rate. The award also carries allowances that can include leading hand or supervisor, first aid, on-call, vehicle and qualification allowances, plus reimbursements in defined circumstances. Annual leave loading is 17.5% for permanent staff. Common Higher Education General Staff Award compliance traps
Placing professional staff at the wrong level or step
General staff classification levels carry materially different rates, and most levels include incremental steps that an employee moves through over time. Keeping someone at the entry step past their increment date, or classifying a role below the skill and responsibility it actually involves, produces underpayments. Assess each role against the award's classification descriptors and apply the correct step.
Missing shift and weekend loadings for extended-hours roles
Some general staff - security, facilities, library, IT support, laboratory and grounds staff - work evenings, weekends or rotating shifts, and casual loading does not absorb weekend or shift penalties. Paying a flat hourly rate for a Saturday or overnight shift, without the applicable penalty or shift loading, is a common error. Confirm the penalty and loading provisions for each shift against the Fair Work source.
Forgetting on-call and call-back for IT and facilities staff
Extended-hours roles like IT support and facilities can attract on-call and recall arrangements, plus allowances such as on-call, leading hand, first aid and vehicle. Paying only ordinary rostered hours and overlooking the on-call entitlement, or the per-shift allowances that are easy to miss, underpays these staff. Identify which on-call, recall and allowance provisions apply to each role and confirm the amounts via the Fair Work source.
Mishandling fixed-term and casual research and project staff
Higher education makes heavy use of fixed-term contracts tied to funding and casual hours for projects and peak periods. Misclassifying genuinely ongoing work as casual, or failing to apply the correct level to short-term research or project roles, can breach the award and risk back-pay.
