The Cleaning Services Award 2020 (MA000022) is the modern award covering employers and employees in the contract cleaning services industry across Australia. It sets the minimum pay rates, allowances, penalty rates and conditions for cleaning work, including office and building cleaning, event cleaning, hygiene and pollution control, and trolley collection. If you engage cleaners on a contract basis, this is almost always the award that governs their entitlements.

How pay is structured

Minimum pay under MA000022 is built around three classification levels (Level 1 to Level 3), with Level 1 covering basic cleaning duties and the higher levels reflecting greater skill, responsibility and supervision. Each level has a weekly rate for full-time and part-time staff and a corresponding ordinary hourly rate; casuals are paid the hourly rate plus a loading. The correct level depends on the actual duties performed, not the job title. Minimum rates are reviewed each year and rise from the first full pay period on or after 1 July, with the 2026 Annual Wage Review adding 4.75% to modern award minimums. Penalties & loadings

MA000022 carries weekend and public holiday penalties (commonly around 25% extra on Saturday and roughly 50% extra on Sunday, with public holidays attracting up to 150%), shift penalties for early-morning or evening ordinary hours, and overtime that escalates after the first two hours. Casual employees receive a loading commonly set at 25%, and annual leave loading is 17.5% (or the relevant penalty, whichever is greater). The award also has a long list of allowances, including a broken shift allowance, leading hand, first aid, height, cold work, hot work, refuse collection, toilet cleaning, meal, uniform, and vehicle/travel allowances. Where employers get caught

Common Cleaning Services Award compliance traps

Classifying everyone as Level 1

Cleaners who lead a team, hold specialist responsibilities or perform more skilled work may be entitled to Level 2 or Level 3. Defaulting all staff to the lowest level can create significant underpayment liabilities.

Missing the broken shift allowance

Where a cleaner works two separate periods in a day with a long unpaid gap, a broken shift allowance is payable for that day (subject to a weekly cap). This is easy to overlook when rosters split morning and evening cleans.

Ignoring minimum engagement and call-back rules

Casual and part-time cleaners must be paid for a minimum period each engagement, which the award scales by the size of the site, and a call-back attracts a minimum payment at overtime rates. Paying only for time actually worked can breach the award.

Missing the condition allowances for dirty or high work

MA000022 carries separate allowances for toilet cleaning, refuse collection, hot work, cold work and working at height. Each is payable only when a cleaner actually performs that task, so they are easy to omit on a standard hourly rate. Paying the bare base rate to staff who clean toilets, collect refuse or work at height underpays them under the award.
