What the Airline Ground Staff Award covers
The Airline Operations - Ground Staff Award 2020 (MA000048) is the modern award covering the on-airport servicing of aircraft in Australia, including ground handling, ramp, cargo, maintenance, clerical and storeperson roles. It sets minimum pay rates, penalties, loadings and allowances for ground staff across commercial passenger and freight air transport as well as private and instructional flying operations. Because it spans several distinct work streams under one instrument, getting the right classification and allowances is where employers most often slip up.
Who it covers
- Employers engaged in the operating and ancillary on-airport servicing of aircraft for commercial passenger or freight air transport, and for private or instructional flying from Australian bases
- Aviation transport workers (ground handling, ramp, baggage and cargo) and clerical, administration and support staff in the airline ground operations industry
- Maintenance and engineering employees (aircraft workers, tradespersons, aircraft maintenance engineers and licence holders) and storepersons or logistics staff
- Apprentices, trainees, and employees supplied through group training services or labour-hire businesses working in covered roles
How pay is structured
Minimum rates are set by classification within four broad streams: aviation transport workers, clerical/administration and support, maintenance and engineering, and storepersons/logistics. Each stream has its own ladder of levels (and, for maintenance, separate licence-holder classifications), so the first compliance step is mapping each employee to the correct stream and level based on duties and qualifications rather than job title. Apprentices progress through stages, and adult apprentices cannot drop below their pre-apprenticeship rate. Minimum rates rise from the first full pay period on or after 1 July each year following the Annual Wage Review; the 2026 review added 4.75% to modern award minimums. Always confirm the current rate for a classification using the Fair Work Pay Calculator.
Penalties & loadings
The award carries weekend penalties (Saturday and Sunday loadings, with Sunday paid at a higher rate), and public holiday rates that can reach up to 150% of the ordinary rate. Shiftworkers attract shift loadings for early morning, afternoon, night and continuous-night shifts, and there are extra loadings for working multiple broken shifts. Overtime is generally paid at time-and-a-half for the first period and double time after. Casual employees commonly receive a 25% loading in place of paid leave. The award also has numerous allowances - including first aid, foreign language, leading hand, money collection, disability, aircraft type-rating endorsements, ASIC card reimbursement, travel/board, motor vehicle, uniform and laundry, and a meal allowance for overtime. Because the exact rate of each penalty and allowance changes annually, always confirm the current figure against the Fair Work source.
For the exact current figures — rates, allowances and penalty percentages by classification — use the official source: Airline Operations - Ground Staff Award — pay rates, allowances & full conditions on Fair Work. We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.
Where employers get caught
Common Airline Ground Staff Award compliance traps
Wrong stream or level
The award has four separate classification streams, and slotting a ramp or cargo worker, storeperson, or maintenance employee into the wrong stream or level produces a wrong base rate that flows through to every penalty and allowance. Classify on actual duties and qualifications, not job title.
Missing the licence and skill allowances
Allowances such as aircraft type-rating endorsements, licence-holder rates, first aid, foreign language and leading hand are easy to overlook and are owed when the qualification or responsibility applies. Check eligibility for each against the Fair Work source.
Mishandling shiftwork loadings and penalties
Ground operations run early morning, afternoon and overnight shifts, each with its own loading, and these interact with weekend and public holiday penalties. Applying a flat shift rate or missing the continuous-night or broken-shift loadings is a common underpayment.
Dropping adult apprentices below their prior rate
Apprentices progress through stages on a percentage scale, but an adult apprentice cannot be paid below the rate they received in the job immediately before starting the apprenticeship. Applying the standard apprentice percentage to an adult apprentice without checking that floor produces an unlawful underpayment that repeats every pay run.
