What the Coal Export Terminals Award covers
The Coal Export Terminals Award 2020 (MA000045) is the modern award that sets minimum pay and conditions for employees working at coal export terminals, the facilities that receive and stockpile coal and load it onto vessels for export. It has its own classification schedule covering operations and maintenance trades streams, and it is built around shift and roster work, so penalties and loadings can stack. Employers should always confirm the current figures against the Fair Work source before processing pay.
Who it covers
- Employers operating a coal export terminal, defined as a facility that receives and stockpiles coal and loads it onto vessels for export, and their employees in the classifications in the award.
- Operations and services employees and maintenance trades employees classified under Schedule A, plus apprentices, adult apprentices and school-based apprentices.
- On-hire labour suppliers placing employees at a coal export terminal, and group training services placing apprentices or trainees there.
- It does not cover employers under the Port Authorities Award, black coal mining, or work covered by an enterprise or state public sector award.
How pay is structured
Minimum rates are set by classification under Schedule A, across two main streams: operations and services (graded from an introductory entry level through to advanced) and maintenance trades (graded similarly, with a dual trade level at the top), alongside apprentice rates. Each classification has its own published minimum hourly and weekly rate, and full-time work is based on an average of 35 ordinary hours per week. Like all modern awards, these minimum rates increase from the first full pay period on or after 1 July each year following the Annual Wage Review; the 2026 review added 4.75% to modern award minimums. Always take the current rate for a classification from the Fair Work Pay Calculator.
Penalties & loadings
This award is shift and roster based, so penalties and loadings can compound. Casual employees commonly receive a 25% loading in lieu of leave. Day work has a defined ordinary span (Monday to Saturday during daytime hours), with weekend and public holiday work attracting higher rates; shift workers attract additional shift loadings for afternoon, night and permanent night shifts; and overtime is paid at penalty multiples that escalate after the first few hours, with higher rates on Sundays and public holidays. The award also carries allowances, including a first aid allowance, a tool allowance for tradespersons, a meal allowance during overtime, reimbursement of statutory licence costs and protective clothing. Because each figure varies by shift, roster and classification, confirm every current rate, multiplier and allowance against the Fair Work source rather than a remembered number.
For the exact current figures — rates, allowances and penalty percentages by classification — use the official source: Coal Export Terminals Award — pay rates, allowances & full conditions on Fair Work. We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.
Where employers get caught
Common Coal Export Terminals Award compliance traps
Misjudging coverage against the Port Authorities Award
MA000045 applies to dedicated coal export terminals, but employers covered by the Port Authorities Award, or by an enterprise or state public sector award, are excluded. Applying the wrong award at a port or mixed-cargo facility can mean the entire pay framework is wrong, so confirm coverage against the Fair Work source.
Mishandling stacked shift and roster penalties
Afternoon, night and permanent night shift loadings interact with weekend, overtime and public holiday rates on a single roster and can compound. Manually calculating these for continuous or rotating rosters is error-prone, so each multiplier should be checked against the Fair Work source.
Underpaying annual leave for shift workers
Leave is not simply paid at the base rate, and continuous shift workers receive an extra week of annual leave. The award requires the greater of the ordinary rate plus loading, or rostered earnings including overtime and public holidays. Confirm the correct method and current loading with Fair Work.
Missing award-specific allowances and minimum payments
The award includes a first aid allowance, a tool allowance for tradespersons, a meal allowance during overtime, licence and protective clothing reimbursement, and minimum call-back and rest provisions. Omitting any of these, or using a stale figure, creates a back-pay exposure, so check current values on the Fair Work source.
