What the Oil Refining and Manufacturing Award covers

The Oil Refining and Manufacturing Award 2020 (MA000072) is the modern award that sets minimum pay and conditions for employers and employees in oil refining and the manufacture of petroleum and related products across Australia. It covers operations refining crude oil and producing fuels, lubricants and associated products, including the continuous-process and rotating-shift work that keeps a plant running around the clock. Because much of the industry runs on 24/7 shift rosters, this award carries a substantial layer of shift loadings, weekend penalties and continuous-operation provisions on top of its classification rates.

Who it covers

  • Employers throughout Australia in oil refining and the manufacture of petroleum products and related products
  • Plant, process and production operators, maintenance and trades employees, laboratory and technical staff supporting refining and manufacturing
  • Employees across full-time, part-time and casual engagement working day work and continuous or non-continuous shift rosters, including night and weekend shifts
  • It does not cover fuel distribution, retail service stations or general manufacturing covered by other awards such as the Manufacturing and Associated Industries and Occupations Award where those apply instead

How pay is structured

MA000072 sets minimum rates through classification levels defined by the skills, qualifications and responsibilities of each role, spanning process and plant operators, trades and maintenance staff and technical grades. You place each employee at the level matching the work they perform, then pay no less than that minimum, with apprentices and trainees on their own progression scales. A defining feature of this award is the distinction between day workers and shift workers, and between continuous and non-continuous operations, which affects how ordinary hours and loadings are calculated. Minimum rates are reviewed annually in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to award minimums. Always confirm the current rate for a classification on the Fair Work Pay Calculator rather than relying on a remembered figure.

Penalties & loadings

On top of the minimum rate, MA000072 layers shift loadings, weekend and public holiday penalties and overtime, with the structure shaped by whether work is continuous or non-continuous shift work. Shift loadings apply to afternoon and night shifts and stack with weekend and public holiday penalties on a round-the-clock roster. As a general guide across awards, casual loading is commonly 25%, weekend penalties run around 25% on Saturday and 50% on Sunday, public holidays can reach up to 150%, and annual leave loading is 17.5% (shift workers are often entitled to additional leave and loading). The award also carries allowances relevant to process and plant work, which can include leading hand, first aid, meal, and disability allowances for particular conditions. Confirm every current figure against the Fair Work source before paying.

We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.

Where employers get caught

Common Oil Refining and Manufacturing Award compliance traps

Confusing day workers with continuous shift workers

The award treats day work, non-continuous shift work and continuous shift work differently for ordinary hours, loadings and leave, so applying day-work rules to a continuous-process operator understates what is owed. Identify each employee's work pattern correctly before calculating ordinary hours and penalties, and check the relevant provisions against the Fair Work source.

Paying a flat rate and missing stacked shift and weekend penalties

Afternoon and night shift loadings apply in addition to Saturday, Sunday and public holiday penalties, so an overnight weekend shift on a 24/7 roster can combine several elements. Paying a single flat hourly rate for continuous-operation shifts is a common and costly error. Map each shift's timing and day, then confirm the correct loadings against Fair Work.

Overlooking leading hand and condition-based allowances

MA000072 carries allowances reflecting process and plant work, including a leading hand allowance and disability allowances for particular conditions encountered in refining. Paying only the classification rate omits a leading hand's allowance and any condition allowance for the task, and several are paid per shift or occasion, so they are easily missed. Identify which apply to each role and confirm the amounts on the Fair Work source.

Overlooking continuous-operation leave and break entitlements

Continuous shift workers often have additional annual leave and specific provisions for breaks, shift changeovers and public holidays that fall during a shift cycle. Treating them the same as day workers on leave and rest entitlements can breach the award. Confirm the continuous-shift leave, break and public holiday provisions for this award via the Fair Work source.
