What the Passenger Vehicle Transportation Award covers
The Passenger Vehicle Transportation Award 2020 (MA000063) is the modern award that sets minimum pay and conditions for employers and employees in the road passenger transport industry across Australia. It covers the driving and operation of buses, coaches, taxis, hire cars and charter vehicles, along with associated roles that keep those services running. Because the industry runs early mornings, late nights, weekends and split shifts to match passenger demand, this award carries detailed provisions on driver hours, broken shifts and penalties on top of its classification rates.
Who it covers
- Employers throughout Australia in the road passenger transport industry, including bus and coach operators, taxi and hire car services and charter operators
- Drivers of buses, coaches, taxis, hire cars and charter vehicles, plus associated operational, depot and support roles
- Employees across full-time, part-time and casual engagement working day, early-morning, late-night, weekend and broken or split shifts
- It does not cover road freight and goods transport (covered by the Road Transport and Distribution Award), rail or air passenger transport, or work captured by other awards where they apply instead
How pay is structured
MA000063 sets minimum rates through classification levels defined by the type of vehicle, the work performed and the responsibilities of the role, spanning drivers of different vehicle classes and associated operational staff. You place each employee at the level matching the vehicle and duties they handle, then pay no less than that minimum, with juniors paid a percentage of the adult rate where applicable. Driving hours, rest breaks and fatigue rules also interact with how ordinary hours are arranged. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to award minimums. Always confirm the current rate for a classification on the Fair Work Pay Calculator rather than relying on a remembered figure.
Penalties & loadings
On top of the minimum rate, MA000063 provides weekend and public holiday penalties, overtime, shift and broken-shift provisions, casual loading and several allowances. Saturday and Sunday ordinary hours attract penalties (as a guide, Saturday loadings are commonly around 25% and Sunday around 50%), and public holiday work is paid at a substantial premium that can reach up to 150%. Casuals receive a loading on top of the minimum rate, commonly 25%. Because services run across a long spread of hours, broken or divided shifts are common, and the award sets limits on how they may be split and provides for the gap between the two portions to be paid, along with allowances that can include first aid, meal, overnight or away-from-home, and vehicle or travel allowances. Annual leave loading is 17.5%. Confirm every current penalty and allowance figure against the Fair Work Pay Calculator before paying.

Where employers get caught
Common Passenger Vehicle Transportation Award compliance traps
Classifying drivers by job title rather than vehicle and duties
Rates can differ with the class of vehicle driven and the responsibilities involved, so a coach or large-bus driver may sit above a smaller-vehicle driver. Putting every driver on one rate, or guessing the level, risks underpaying the more demanding roles. Use the award's classification definitions to place each driver by the vehicle and work they actually perform, and check the current rate on the Fair Work source.
Mishandling broken and split shifts
Passenger services peak at the start and end of the day, so drivers often work a divided shift with a gap in the middle, and the award sets limits on how shifts can be split and provides for that gap to be paid. Rostering split shifts without paying for the divided-shift gap, or exceeding the permitted spread, breaches the award. Confirm the divided-shift provisions and any spread-of-hours limits against the Fair Work source.
Missing overnight allowances on charter and long-distance work
MA000063 provides overnight or away-from-home allowances for drivers who stay away on charter and long-distance trips, separate from the divided-shift provisions. Treating an overnight charter as an ordinary shift, and paying only driving time, omits the away-from-home entitlement. Identify which trips trigger overnight allowances and confirm the current amounts for this award on the Fair Work source.
Confusing fatigue and driving-hours rules with award pay obligations
Heavy-vehicle driving-hours and fatigue laws govern how long a driver may legally drive, but they do not replace the award's requirements on ordinary hours, breaks, overtime and penalties. Treating a legal driving limit as the pay boundary can leave overtime or penalty entitlements unpaid. Apply both the safety rules and the award provisions, and confirm pay figures on the Fair Work source.
