What the Pharmaceutical Industry Award covers

The Pharmaceutical Industry Award 2020 (MA000069) is the modern award that sets minimum pay and conditions for employers and employees engaged in the manufacture, production and wholesaling of pharmaceutical products in Australia. It covers the making, processing, packaging, warehousing and wholesaling of prescription and non-prescription medicines and related pharmaceutical goods, along with the laboratory, technical and support roles that sit alongside production. This is a manufacturing award, not a retail one: it applies to factory and plant operations rather than community or hospital pharmacies, which are covered separately. If you run a pharmaceutical manufacturing site and employ production or support staff, this is generally the instrument you apply.

Who it covers

  • Employers throughout Australia engaged in the pharmaceutical industry, meaning the manufacture, production and wholesaling of prescription and non-prescription pharmaceutical, medicinal and related products
  • Production, plant operation, warehousing, distribution and packaging employees, plus laboratory, quality control, technical and administrative roles supporting manufacture
  • Full-time, part-time and casual employees in those operations, including shift workers on continuous and non-continuous rosters
  • It does not cover retail or hospital pharmacies (the Pharmacy Industry Award applies there), nor work covered by other awards such as the Manufacturing and Associated Industries or Storage Services awards

How pay is structured

MA000069 sets minimum rates through graded classification levels defined by the skills, training and responsibilities of the role, spanning manufacturing and production grades and warehouse and distribution grades, up to Grade 4 (the top grade in each stream). You place each employee at the level matching the work they actually perform, then pay at least the minimum for that level; junior rates apply as a percentage of the adult rate for younger employees, and apprentices are paid on a graduated scale. Full-time staff work an average 38 ordinary hours a week, with part-time and casual engagement also provided for. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Confirm the current rate for any classification against the Fair Work Pay Calculator rather than a remembered figure.

Penalties & loadings

Because manufacturing often runs across extended hours and continuous shifts, MA000069 layers shift loadings on top of the base rate for afternoon and night work, alongside Saturday and Sunday penalties, public holiday rates and several overtime tiers. As a guide across awards, casual loading is commonly 25%, Saturday penalties commonly around 25% and Sunday around 50%, with public holiday work reaching up to 150%, and annual leave loading is 17.5%, but the figures this award actually sets, including different treatment for continuous and non-continuous shift workers, must be confirmed at the Fair Work source. The award also provides industry allowances of the kind common in manufacturing, such as a first aid officer allowance, a meal allowance, and allowances tied to particular conditions or equipment. Identify which apply to each role and confirm every current amount against the Fair Work Pay Calculator before paying.

For the exact current figures — rates, allowances and penalty percentages by classification — use the official source: Pharmaceutical Industry Award — pay rates, allowances & full conditions on Fair Work. We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.

Where employers get caught

Common Pharmaceutical Industry Award compliance traps

Treating production operators as a single flat rate

Operators, packers, storeworkers and laboratory staff sit at different classification levels according to their skills and responsibilities. Paying everyone on the plant at one entry rate, or not progressing people as they take on more complex or supervisory work, is a common source of underpayment. Use the award's classification definitions to place each role correctly.

Mishandling shift loadings on a continuous roster

Afternoon and night shift loadings depend on the shift and whether the work is continuous or non-continuous, and they stack with weekend and public holiday penalties. Paying a flat hourly rate across a round-the-clock manufacturing roster understates what is owed and is easy to get wrong without mapping each shift band to the Fair Work source.

Overlooking first aid and equipment-based allowances

MA000069 provides manufacturing allowances including a first aid officer allowance, a meal allowance for qualifying overtime, and allowances tied to particular conditions or equipment. Because several are paid per shift or per occasion, employers running multi-shift sites often pay only the classification rate and miss them. Identify which allowances each role attracts and confirm the current amounts on the Fair Work source.

Applying the wrong award to a manufacturing site

It is easy to assume anything involving medicines falls under the Pharmacy Industry Award, but that instrument covers retail and hospital pharmacies, not manufacture. Pharmaceutical production, packaging and warehousing sit under MA000069. Confirm which award genuinely applies to your operation against the Fair Work source before setting pay.
