What the Marine Towage Award covers
The Marine Towage Award 2020 (MA000050) is the modern award that sets minimum pay and conditions for employees engaged in marine towage operations in Australia. It covers the crews of tugs and towage vessels performing work such as berthing and unberthing ships, harbour and coastal towage, and the associated towage and line-handling services that move large vessels safely in and out of ports. If you operate a marine towage business and employ masters, engineers, mates, general purpose ratings or general crew who are not award-free, this is generally the instrument that applies to that work.
Who it covers
- Employers in Australia engaged in marine towage, including harbour, port and coastal towage of ships and other vessels
- Towage vessel crew such as masters, mates, marine engineers, general purpose ratings, deckhands and general crew
- Employees engaged on a full-time, part-time or casual basis to perform towage and associated line-handling work
- It does not cover work captured by other maritime awards such as the Marine Tourism and Charter Vessels, Maritime Offshore Oil and Gas, Ports, Harbours and Enclosed Water Vessels or Dredging awards where those apply instead
How pay is structured
MA000050 sets minimum rates through a classification structure built around the role on the tug and the certificate of competency it requires, from general crew and general purpose ratings up through mates, marine engineers and masters, with rates reflecting the responsibility and qualifications each position carries. You place each employee at the classification that matches the work performed and the ticket they actually hold and use, then pay at least that classification's minimum. Towage often runs on rosters covering a 24-hour, seven-day port operation, so the way ordinary hours, shifts and availability are structured matters to how the base rate is applied. Minimum rates are reviewed each year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Always confirm the current rate for a classification against the Fair Work Pay Calculator rather than relying on a remembered figure.
Penalties & loadings
On top of the minimum rate, MA000050 layers shift, weekend and public holiday penalties, overtime, and allowances suited to round-the-clock towage. As general guides across awards, the casual loading is commonly 25%, Saturday penalties around 25% and Sunday around 50%, with public holidays up to 150% - but the award sets its own figures, so confirm each against the Fair Work source. Because towage is an on-demand, 24/7 service, availability and extra duties are handled mainly through overtime and penalties rather than named standby allowances; the award's own allowances are industry-specific, such as nominated-voyage, cyclone (shipkeeping), emergency-maintenance, multiple-tow, additional-skills and meal allowances. Annual leave loading is 17.5% for permanent employees, though continuous shift workers may have alternative treatment. Given the shift and availability structure, confirm every current penalty, loading and allowance against the Fair Work Pay Calculator before paying.
For the exact current figures — rates, allowances and penalty percentages by classification — use the official source: Marine Towage Award — pay rates, allowances & full conditions on Fair Work. We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.
Where employers get caught
Common Marine Towage Award compliance traps
Misclassifying by certificate and role
Towage pay turns on the position held on the tug and the certificate of competency it requires, so a master or marine engineer sits well above a general crew member or general purpose rating. Paying all crew at one rate, or failing to recognise the ticket an employee actually uses, creates underpayments. Match each person to the classification reflecting their real role and qualifications.
Mishandling availability and out-of-hours duties
Towage is an on-demand service, so crews are often brought in for ship movements at any hour. This out-of-hours and additional work attracts overtime and penalties that a flat salary can miss. Paying only a base rate for availability and call-ins, without the applicable overtime and out-of-hours entitlements, understates what is owed.
Missing stacked shift, weekend and public holiday penalties
On a 24/7 port operation, shift loadings combine with Saturday, Sunday and public holiday penalties, and long movements can trigger overtime. Paying a single hourly rate across nights, weekends and public holidays is a common and significant error in towage payroll. Map each shift's time and day before calculating pay.
Missing cyclone, voyage and multiple-tow allowances
The award carries towage-specific allowances, including nominated-voyage, cyclone (shipkeeping), emergency-maintenance, multiple-tow and additional-skills allowances, paid on top of the classification rate when those duties or conditions arise. Because they attach to particular jobs rather than every shift, they are easily overlooked on a busy roster. Identify which apply to each movement or duty and confirm the current amounts against the Fair Work source.
