What the Port Authorities Award covers

The Port Authorities Award 2020 (MA000051) is the modern award that sets minimum pay and conditions for employers and employees engaged by port authorities and related port operations across Australia. It covers the operational, maintenance, technical and administrative employees who keep a port running, in areas such as port control, marine operations, infrastructure and the support functions behind them. Because ports operate continuously, with shift, weekend and on-call work the norm, the award carries shift loadings and penalty arrangements that make accurate rostering and pay important. If you are a port authority or related employer engaging staff who are not award-free, this is generally the instrument you apply.

Who it covers

  • Port authority employers throughout Australia and related entities operating port facilities and services, and their employees
  • Operational, marine, technical, trades, maintenance and administrative employees engaged in running port operations
  • Full-time, part-time and casual employees, including shift workers on the continuous rosters that port operations commonly require
  • It does not cover work covered by other awards, such as stevedoring under the Stevedoring Industry Award or vessel crewing covered by maritime or harbour vessel awards

How pay is structured

MA000051 sets minimum rates through classification levels defined by the skills, qualifications and responsibilities of the role, spanning operational, trades, technical and administrative bands up to the supervisory and senior levels above them. You place each employee at the level that matches the work they actually perform, then pay at least the minimum for that level; apprentices and juniors, where engaged, are paid on the relevant percentage basis. Full-time staff work an average 38 ordinary hours a week, with part-time and casual engagement also provided for, and shift work arranged to suit continuous port operations. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Confirm the current rate for any classification against the Fair Work Pay Calculator rather than a remembered figure.

Penalties & loadings

Because port operations run around the clock, MA000051 layers shift loadings for afternoon and night work on top of the base rate, alongside Saturday and Sunday penalties, public holiday rates and overtime tiers, and may provide for on-call or availability arrangements. As a guide across awards, casual loading is commonly 25%, Saturday penalties commonly around 25% and Sunday around 50%, with public holiday work reaching up to 150%, and annual leave loading is 17.5%, but the figures this award actually sets, including how shift loadings combine with weekend penalties, must be confirmed at the Fair Work source. The award also provides allowances of the kind common in operational and trades environments, such as first aid, an electrician's licence allowance, a tools allowance for tradespersons at Level 4 and above, motor vehicle reimbursement, and a protective clothing allowance. Identify which apply to each role and confirm every current amount against the Fair Work Pay Calculator before paying.

We deliberately don’t republish dollar figures here because they change each 1 July; the Fair Work source is always current.

Where employers get caught

Common Port Authorities Award compliance traps

Paying a flat rate across a continuous roster

Port operations run day, night and weekend, and afternoon and night shift loadings stack with Saturday, Sunday and public holiday penalties. Paying one flat hourly rate across a round-the-clock roster understates what is owed. Map each shift's start time and day, then confirm the applicable loadings and penalties for MA000051 on the Fair Work source.

Misclassifying operational and trades staff

Operational, marine, technical, trades and administrative employees sit at different classification levels, and supervisory or specialised roles attract higher bands. Defaulting staff to a single level, or not progressing them as responsibilities grow, creates underpayments. Use the award's classification definitions to place each role correctly and confirm the rate on the Fair Work source.

Missing trade-specific allowances tied to level and licence

This award restricts the tools allowance to tradespersons at Level 4 and above and provides an electrician's licence allowance, so qualifying trades staff can be underpaid if these are overlooked or paid to the wrong levels. Check which tradespersons sit at Level 4 or above, who holds an electrician's licence, and confirm the current tools, licence and protective clothing allowances on the Fair Work source.

Overlooking on-call and overtime arrangements

Continuous operations often rely on on-call availability and overtime beyond rostered hours, each with its own treatment under the award. Failing to pay for on-call availability, or applying ordinary rates to overtime hours, is a common error in port payroll. Identify which arrangements apply and confirm the entitlements for MA000051 on the Fair Work Pay Calculator.
