What the Professional Diving (Recreational) Award covers
The Professional Diving Industry (Recreational) Award 2020 (MA000109) is the modern award that sets minimum pay and conditions for employers and employees in the recreational diving industry across Australia. It covers the dive instructors and dive masters and the support staff who teach, lead and assist recreational and tourist diving and snorkelling. Typical employers are dive schools, tourism dive operators and charter and liveaboard vessels. Because the work is seasonal, tourism-facing and often runs across weekends and across multi-day trips, the award has its own rhythm distinct from commercial diving. If you employ recreational dive staff, this is generally the award you apply.
Who it covers
- Employers throughout Australia in the recreational diving industry, including dive schools, tourist dive operators and charter and liveaboard dive vessels
- The two award classifications - dive master and dive instructor - who lead and teach recreational divers and snorkellers, noting deckhand, cook or skipper duties may also be required
- Support and operational staff assisting recreational diving and snorkelling trips, across full-time, part-time and casual engagement
- It does not cover commercial or industrial diving work (the Professional Diving Industry (Industrial) Award), general marine tourism or hospitality covered by other awards, or the crewing of vessels under the maritime awards
How pay is structured
MA000109 sets minimum rates through just two classifications - dive master and dive instructor - that reflect diving qualifications and instructional responsibility, with the dive instructor classification above the dive master (the definitions sit in the award's classification schedule). Deckhand, cook or skipper duties may be required of either, but they are not separate classifications. You place each employee at the classification matching the work they actually perform, then pay at least that minimum. The award sets adult dive master and dive instructor rates and does not provide junior rates. Because much of the workforce is casual and tied to tourism demand, getting the classification right matters as much as the casual mechanics. Minimum rates are reviewed every year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Always confirm the current rate against the Fair Work Pay Calculator rather than a remembered figure.
Penalties & loadings
On top of the minimum rate, the award provides weekend and public holiday penalties, overtime and allowances suited to tourism dive work. Because recreational diving is busiest on weekends and holidays, Saturday and Sunday penalties matter a great deal (as a guide commonly around 25% for Saturday and roughly 50% for Sunday), and public holiday work is paid at a substantial premium that can reach up to 150%. Casual employees, who make up much of this workforce, receive a loading on top of the minimum rate, commonly 25% across awards. The award also addresses the realities of multi-day and liveaboard trips, including arrangements for time away and meals, along with allowances it specifically provides such as language, vehicle, distant-work travel, distant-work accommodation and meals, and loss-of-personal-effects allowances. Annual leave loading is 17.5%. Confirm every current penalty and allowance figure against the Fair Work source before paying.

Where employers get caught
Common Professional Diving (Recreational) Award compliance traps
Underpaying weekend and public holiday shifts in peak season
Recreational diving peaks on weekends, holidays and school breaks, so penalty rates are not an edge case - they are most of the roster. Paying dive masters and dive instructors a flat hourly rate across busy Saturdays, Sundays and public holidays is a major underpayment risk. Apply the correct weekend and public holiday penalties and confirm the figures against the Fair Work source.
Misclassifying dive masters and dive instructors
The award has two classifications - dive master and dive instructor - which sit at different rates. Defaulting all dive staff to one classification, or leaving someone on the dive master rate after they gain instructor qualifications, creates underpayments. Use the classification schedule and each person's actual qualifications and duties to set the classification, remembering deckhand or skipper duties do not create a separate level.
Handling multi-day and liveaboard trips as ordinary days
Liveaboard and multi-day charters raise questions about hours of work, time away, overnight arrangements and meals that a single-day model does not address. Treating a multi-day trip as a string of normal shifts can miss overtime, penalties or allowances. Work out how the award treats the trip and confirm the detail against the Fair Work source.
Applying a junior rate the award does not provide
This award sets adult dive master and dive instructor rates and does not provide junior rates, so paying an under-18 dive master or instructor a reduced junior percentage underpays them. A qualified dive master or instructor is entitled to the full adult rate for their classification regardless of age. Place each person on dive master or dive instructor and confirm the adult rate on the Fair Work source.
