What the Stevedoring Industry Award covers
The Stevedoring Industry Award 2020 (MA000053) is the modern award that sets minimum pay and conditions for employees engaged in stevedoring operations on the Australian waterfront. It covers the loading, unloading, handling and movement of cargo at ports and wharves, along with the operational and support roles that keep stevedoring running. Because ships arrive around the clock and work comes in irregular bursts tied to vessel schedules, the award is built around guaranteed wage and engagement arrangements, shift work and a substantial penalty and allowance structure. If you employ stevedores or waterfront cargo-handling staff, this is the award you need to apply.
Who it covers
- Employers engaged in the stevedoring industry throughout Australia, handling the loading, unloading and movement of cargo at ports and wharves
- Stevedoring employees performing cargo handling, operation of equipment, lashing and securing, and related operational duties
- Full-time employees, guaranteed wage employees and casual employees engaged for waterfront work, across the classifications the award describes
- It does not cover work covered by other awards such as the Port Authorities, Coal Export Terminals, Sugar Industry, Manufacturing and Associated Industries and Occupations, or Electrical, Electronic and Communications Contracting awards
How pay is structured
MA000053 sets minimum rates through classification levels that reflect the skills, equipment competencies and responsibilities required on the waterfront, with the detailed descriptors set out in the award's classification schedule. A defining feature is the distinction between guaranteed wage employees, who receive a guaranteed weekly wage in return for availability, and full-time or casual employees engaged as work demands. You assign each employee to the correct classification and engagement type, then pay at least the relevant minimum. Casuals are paid by the hour with a loading. Minimum rates are reviewed each year in the Annual Wage Review and rise from the first full pay period on or after 1 July; the 2026 review added 4.75% to modern award minimums. Always confirm the current rate for a classification and engagement type on the Fair Work Pay Calculator.
Penalties & loadings
Waterfront work is heavily shift-based and irregular, so penalties and loadings are central to MA000053. Shift loadings apply for afternoon and night work and vary with when the shift falls, weekend ordinary hours attract penalties (commonly around 25% for Saturday and around 50% for Sunday as a guide), and public holiday work is paid at a premium that can reach up to 150%. Overtime applies beyond ordinary or rostered hours and steps up after the initial period. Casual loading is commonly 25%. The award also provides waterfront-specific allowances, which can include allowances for handling certain or hazardous cargo, working in unpleasant or confined conditions, height work, and meal allowances. Annual leave loading is 17.5%. Confirm every current penalty, loading and allowance against the Fair Work source before paying.

Where employers get caught
Common Stevedoring Industry Award compliance traps
Mishandling guaranteed wage and engagement arrangements
The award distinguishes guaranteed wage employees, who are paid for availability, from full-time and casual engagements called up as vessels demand. Treating a guaranteed wage employee as if they were casual, or failing to honour the guaranteed weekly entitlement when work is quiet, breaches the award. Get each employee's engagement type right and apply the corresponding minimum and conditions.
Paying a flat rate across shift and irregular work
Because ships arrive at all hours, much waterfront work falls on afternoon shifts, night shifts, weekends and public holidays, each carrying its own loading that can stack. Paying a single flat hourly rate for overnight or weekend cargo handling understates what is owed. Map each shift's start time and day and apply the correct loadings and penalties.
Overlooking cargo and condition allowances
Stevedoring carries allowances tied to the type of cargo and the conditions of the work, such as handling hazardous or unpleasant cargo, confined-space or height work, and qualifying meal breaks. These are easy to miss because they depend on the task performed on a given shift. Identify which apply to each engagement and confirm the current amounts via Fair Work.
Missing overtime when vessel call-ups run long
Because work arrives with ships rather than on a steady weekly pattern, shifts are frequently extended or relief fails to arrive, tipping hours beyond ordinary or rostered limits into overtime that steps up after the initial period and rises further on weekends and public holidays. Paying ordinary or shift rates for those extra hours understates the pay. Track when each engagement crosses into overtime and confirm the multipliers against the Fair Work source.
